OHCHR – report on terrorism and human rights (63rd HRC session, September 2026, pursuant to resolution CDH 57/11)
Identifies four structural challenges for 2024–2026: proliferation of administrative counter-terrorism measures outside judicial process, weaponisation of broad terrorism definitions against civil society and climate activists, accelerated deployment of surveillance AI (facial recognition, LLMs, metadata analysis) without accountability, and data repurposing from health/social services into security profiling. Analyses the EU AI Act, GDPR/Law Enforcement Directive, and the WhatsApp v. NSO Group May 2025 verdict as a supply-chain liability precedent. Addresses a specific SIDS dimension on FATF compliance capacity gaps.
