Working Group on the Use of Mercenaries – call for inputs on mercenaries, PMSCs, and criminal governance
Applies the framework of criminal governance — where state institutions and criminal
actors are functionally integrated rather than opposed — to the role of mercenaries and PMSCs as structural nodes within illicit resource and coercion economies. Analyses case studies of PMSCs operating in contexts of state-criminal collusion in extractive industries and conflict zones, arguing that existing international humanitarian and human rights law frameworks are structurally inadequate because they presuppose a state-criminal opposition that does not exist in these environments.
